Q: Since I have updated my iPhone and ipad to iOS 6.1.3 the latest update I keep loosing Internet connection any one else having the same issues ?

When I use wifi or 3G on my iPhone and ipad 2 I loose Internet connection all the time since I've updated it to.ios 6. 3.1 anyone else having same problems ?

iPad 2 Wi-Fi, iOS 6.1.3, iPhone as well

Try Settings > General > Reset > Reset Network Settings.
Beyond that, basic troubleshooting is reset, restart, restore (first from backup then as new). Try each of these in order until the issue is resolved.
