I think those problems may be related. They are both accessing your iTunes Library database file, or generally reading or writing data to/from your hard drive.
To see if it's a general problem, if you have something like a USB flash drive, try copying some files (some songs files would be good) from the hard drive to the flash drive. Then try copying them back to a different location on the hard drive. Is there any significant delay when you do this?
If there seems to be no problems "generally," the problem may be corruption in the iTunes Library file.
In case the problems are not related, there may be data corruption on the iPod's storage. You should try doing a Restore on the iPod, from the iPod's Summary tab in iTunes. This will erase the iPod (to fix a data corruption issue), re-install its software, and set it to default settings. You can then try syncing to see if there is improvement.
