UPDATE: it seems that 4 out of 7 machines give me the error. I can successfully connect to 3 remote machines that have the same OS/ARD agent on them. This makes it even more complicated. Anyone? Anyone?

I have had luck sending the ARD kickstart commmand via UNIX and waiting a few minutes, then it seams to be ok. Other way to to go into sharing and turn off Remote Management for 30 seconds, then re-enable it.
/System/Library/CoreServices/RemoteManagement/ARDAgent.app/Contents/Resources/ki ckstart -activate -configure -access -on -restart -agent -privs -all

Thanks, Rodman, for (a) posting this question, and (b) double thanks, jimbo, for solving the problem. Just setting up brand new iMacs and every system was giving me the same error message! So nice to have answers when you need them.
