If a reset does not work make a Genius bar appointment.
Press and hold the Home and On/Off buttons simultaneously until you see the Apple logo. This may take 10 - 15 seconds and is the equivalent of a re-boot. You will not lose any data.

Basic troubleshooting from the Users Guide is reset, restart, restore (first from backup then as new). Try each of these in order until the issue is resolved.
If the problem continues, take it to Apple for evaluation.
