its not a bug in the iOS 6.1.3 because then all users on this iOS would be having the same issue. Try removing the ipsw file stored on your mac/pc and then try a restore again.
IPSW location in Mac OS X

Once you are inside this folder, look for the device you are using to lead you to that devices IPSW download, for example an iPhone would store it’s iOS updates here:

Ok so my partners iPhone 4 is now doing this after 6.1.3
I've tried to following:
Full restore of the iPhone including brand new download of the IPSW
Full reboot of router
reseting network settings in iPhone
turning on HTTP Proxy to Auto
but zip has fixed the issue.
I have an iPhone 3 another iPhone 4 wich hasnt been updated to 6.1.3, two original iPads, ATV 720, ATV 1080, Macbook Retina, Macbook White & iPhone 5 and they all connect to the wirless internet via the same router and all work fine without a hitch. So either the iPhone has developed a Wirless anttena fault just at the right time or 6.1.3 is breaking connection for some reason.
Guys, today I was in MAC STORE my city, unfortunately materialized what I had thought, I talked to the guy from technical assistance, and he said that this problem of wi-fi is due to the new software, he said that this version has damaged the hardware of the device, he also said that Apple is already aware of this and is advisable to leave the unit there to get a new one, in my case, I live in Rio de Janeiro, Brazil, the Apple store is still a novelty here, he asked me to leave my iphone 4s in there and there were 5 working days to get a new iphone 4s, this is good, unfortunately, the truth is change, hence the 5 days post and say that everything is working with ios 6.1.3 that new device. bye
Lawrence, so I like your reply because it gives me hope! I can access other wifi networks but not my own home network. I'm having no issues with my wifi from my Macbook, iMac or AppleTV... only my 4s. How should I approach this? I've unplugged my wifi router, reset the network settings in my phone, powered down the phone... nothing is working yet. I have a Genius bar apt. in 40 minutes and I'm backing up my phone as I type. Any help you can give is GREATLY appreciated! I'm not very tech savy, so please dumb it down for me
I updated my 16GB iPhone 4S to iOS 6.1.3 last week.
Everything was working fine, though I did notice a significant drop in battery life. (My Mophie battery case usually had no problem saving me in the afternoon if I used more navigation or internet radio than usual. Now I've been needing that 2nd charge almost daily)
Today when I got into my car, it would not connect to the bluetooth stereo. I checked Settings>Bluetooth and saw the rolling circle. Closed all apps, restarted phone, no change, bluetooth still "thinking"... A hard reset also had no effect.
I checked Settings>WiFi, it was turned off and grayed out, will not allow me to turn wifi on.
When I got home I found numerous threads online describing this issue, seeming to vindicate my fear that it WAS the iOS update.
I did immediately find Apple's ts1559 support document.
-Of course I'm not in Airplane Mode (Is it turned on?)
-Of course I tried restarting my device
-Yes, I have the most current vresion of the OS.
-Settings>General>Reset>Reset Network Settings did nothing.
-Backed up and restored the device... Absolutely no change.
I have NEVER jailbroken the device, only ever dropped it once (months ago) and have no water damage
How can this many people correlate the problem to iOS 6.1.3 and have the company claim the device is out of warranty? If Apple won't stand behind their hardware any longer than 12 months, I can see why people do wreckless things like jailbreaking.
ALSO- Why does Apple make it impossible to downgrade? I can understand preventing someone from downgrading to an archaic iOS, but going back one step to iOS 6.1.2 would help troubleshoot!
I have an appointment for the "Geniuses" at Apple to take a look at it tomorrow morning, we'll see what they say. I hope they've had enough people with the exact same issue by now that they give me some respect despite being 2 months past my warranty.
Apple is trying to resolve the issue some customers are having with iOS 6.1.3, they are trying which is all you can ask. If you want a miracle worker thats fixes tech issues in a second id like you to find one.
And for those people moaning about your limited warranty, dont get upset by it you know you only have one year and you know that theres Apple Care Protection Plan to extend the hardware coverage. So no need to get upset because the option is given to you, wether you get it or not is your choice. Things like this happen and as frustrating as it is you have to deal with it as in life nothing is perfect!
Once again, I can not automatically connect to wifi and Siri takes 15 seconds to start working when opened. They are telling me this is a software issue and I and I had 90 days of software support. Now they want me to pay $49.99 to fix the problem even though the problem happened right after the update. That's really unfortunate. I have two other iPhone 5's in the family that I have not updated and they work perfectly fine.
Please after your apointment with them...let us know what they say about downgrade if it will be possible to go back the earlier 6.1.2 my iphone has be drop down at home ever since i had this 6.1.3 problem pls let me know if they have any solution.(scheer)
I guarantee that Apple will not downgrade your phone. And it probably won't solve the problem anyway. If your problem is the phone won't activate (and not that you have a WiFi problem) there are several possible causes:
1. Your antivirus is blocking access to gs.apple.com.
2. Your phone is jailbroken.
3. Your computer has been used at some time in the past to jaibreak some iOS device (not necessarily the phone with the problem), and its network database was corrupted by the hacking software that was used.
4. Apple's activation servers are down (very rare, and never for more than an hour or so).
For 1. try disabling your antivirus.
For 2. & 3. you need to go somewhere other than an apple forum for help. Although you can try deleting lines containing gs.apple.com from your "hosts" file on your computer.
The Genius admitted that he has seen other people with the same issue: 4S on iOS 6.1.3 having zero wifi/bluetooth.
He put the phone into recovery mode and reinstalled the firmware and iOS 6.1.3 again. He said that 6.1.3 has a newer version and that this method made itunes treat it as a blank phone and reinstalled the latest latest version. He said that this has worked for some users. Not for me.
-I purchased the phone 13 months ago, to the day. So I'm outside of their 12 month warranty. He (Apple) offered to replace the device for $199 (+ tax?)
-I have been paying for AT&T's mobile insurance ($7/mo * 13 mo = $81) and their deductible for a claim is $199 on top of that (no tax)
Why the heck have I been paying for mobile insurance when Apple will do the same thing without the monthly fee? The AT&T rep said the only difference is AT&T will cover a lost or stolen phone. That's why we have FindMyiPhone...
-If I had paid the $100 for AppleCare, they would have replaced my phone for free today.
LESSON: screw AT&T's mobile insurance, just pay the one time fee for AppleCare within 30 days of getting your phone, ASSUMING any of you ever buy another Apple product.
NOTE: if this is a recurring problem:
-Apple's replacement phone will have a 90 day warranty.
-I am going to look into AT&T's policy on the warranty for the replacement phone.
I'm glad that I kept my old Blackberry, it never gave me any issues(besides its intrinsic flash memory limitations) in 3 years of use
C'mon Apple, what gives? NO developer can guarantee that a new OS won't cause problems. We should be able to downgrade at least one step!
If the software has in fact caused pemanent damage to the hardware, the FTC will have a fit if Apple is refusing the replace afftected phones.
If that's not the case, FIX IT IN IOS 6.1.4 AND BE SNAPPY ABOUT IT APPLE!
