So I went on my email provider, Comcast, and set up an archive file folder. But the archive folder does not show up on my iPhone. So this doesn't help. Maybe I asked the question improperly. What I want is to add a new file or folder to my mail boxes on my 3GS iPhone--nothing to do with archiving. How do I do that?

You cannot. Comcast is a POP account and the iPhone does not support creating folders on it. The only way to archive mail in an archive folder is to create the folder on the computer and move the mail there. Unfortunately, you will not be able to access that folder from the iPhone.
