If you are asking to tether the iPhone, it all depends on the device you have. Only iPhones 3GS and above can tether. iphone 3GS needs to use the USB cord to tether while the iPhone 4-5 can use a wireless hotspot that built inside the device. If your carrier allows you to tether the device, what you need to do is upgrade the software to 6.1.3. Make sure your using the latest verison of itunes, or using wifi to connect to the internet to update the software on the device. After you have updated the software on the device, you should go to settings > General > Cellular > Personal hotspot or internet tethering (iPhone 3GS). Turn on the personal hotspot, and use the password given to have the device you want to connect wireless to your iPhone to pair together, and that's it.
For the iPhone 3GS, after you have turned on internet tethering. Connect the device to the laptop, desktop, or device you want to tether.
