This is an overall problem with the iPhone 4, 4s, and 5 problem. What's happing is that when the user uses the apps that connect to cell data and stop using using those apps. The apps , if not killed by double clicking the home button and killing the apps, will stay active and connected to cell data until they time out. Even if the device is connected to wifi, the apps that are still active and were connected to cell data earlier will stay in that state until the apps are turned off. The best solution is to simply kill the app after you finish using it. It seems to resolve the problem for me and many others.

Did AT&T say why it isn't affecting every user? Because I'm not having it either.

Also, what kind of data is it consuming?

Since it is not a bug that is affecting every user go here: https://www.apple.com/feedback/iphone.html and provide as much detail as possible.

Are you using an Exchange/Activsync account?

From what I'm seeing, it's all depends on the device. It's weird. It makes me think that it just maybe an error in the overall source code of the OS that controls the switch from WIFI to Cell Data.

If that was the type of bug it would affect everyone. If you are having problems you should also use the feedback link and provide as much detail as possible.

Not necessarly true. The source code could have such an error in it, and it only presents itself when the conditions are present for the issue to present itself. Look, I'm only replying to the overall thread here. I gave the information I found out, and provided proper feedback to Apple directly about this issue in the past. I just hope someone looks into it more.

    I gave the "senior" support rep all my months of data and here's what he responded;

    Hello Steven,

I have reviewed your message regarding the data usage.  What I have researched about this issue is the data usage from your iPhone can be high and I understand that a plan with data can be costly.  But my input about that is if you can be ok or are able to better manage the data usage the iPhone has, that is great.  However, if you feel it is best to change in order to keep a handle on the data your phone uses, that's ok.  I am glad to help you with this issue in any way I can.

    Sincerely,

               ~ Rob

Can anyone tell me what he's offering to do?  With a device that consumes 1 GB of data in 15 min,  i'm pretty sure this isn't some accidental case of high usage.   He's 'glad to help'  but doesn't acknowledge any issue with the iOS software - so what do I do?

I'd use the feedback link still and list all details you can.

Again, are you using an Exchange/Activsync account? Are you backing up to iCloud?

Weird, answer him and request the change an tells us what he is offering.

I've posted all the details in the feedback link.

I'm not using Exchange / Active Sync.

I don't want to back up to iCloud (thought it does seem to want me to,  even though I don't want to).

Are you close enough to take it to an Apple Store?

Manhattan,  have 3 within 10 minutes.  Been there multiple times.  They said:  "Well,  this isn't really a genious bar issue,  you should call in to the support line"

Try this: Restore your iPhone as new, do not add any email apps, etc and make another appointment. When you get there ask for the service supervisor. Then tell him you want to check cell usage for the next 15 to 30 minutes. Show him there is nothing other than stock apps. If you use 1GB in 15 minutes you will end up with a replacement iPhone.

iOS 6.1.3 did add the new feature that forces you to use wifi if you are not connected, and trigger a popup requesting you to select a wifi connection if there is any wifi signal detected in range.

That feature was not presented in any previous iOS versions.  It is an undocumented changes to the iOS.  There are new features in each update that are not necessarily enumerated.

Ok,  i'm not going to respond any more after this.

First of all,  this is my SECOND phone (getting a new phone is no problem, it's also not a solution).

Second,  there are more than 200,000 views of  this thread,  so it's hard to believe that almost a quarter of a million people are somehow mis-using their data on their phone.  Ok,  i've posted 4 times, so maybe it's 150k but still.

Third,  this is why I bailed on Microsoft 15 years ago.  Because they would push out crappy software and blame the customer.

Much as I appreciate this 'blind leading the blind' help from other users - I think given that I've paid Apple probably $25,000 this year alone in hardware for my family and company,  that fixing their iOS shouldn't be something left to their users.

Worth noting that no one from Apple ever comes on these boards.  Presumably someone reads them - but you couldn't ever tell that.

Meanwhile,  while my phone has been unused -and on WiFi - it's consumed another 50 mb of mobile data.

That is not a new feature.
