Do they appear in the Purchased tab in the iTunes store app on your phone for re-downloading ? Whether you can re-download music depends upon what country that you are in, it's not possible in all countries - if they do appear then you could turn on 'automatic downloads' in Settings > iTunes & App Stores so that any future music purchases automatically download on it : automatic downloads.

If they don't appear in the Purchased tab (in which case automatic downloads for music won't be an option), then you will need to copy them form your iPad to your computer's iTunes via File > Devices > Transfer Purchases and you can then sync them to your phone
