When you both sync data to the same account, the data is merged and any actions you take on one device (such as deleting contacts) is replicated on the other device.  This is how your contacts were deleted from your phone.

I can help you restore them from your backup without iCloud deleting them, but first tell me if you want to migrate your data to a separate iCloud account so you can maintain separate contacts, calendars and other data?

I did realize that this is what happened but I couldn't undo it. I had his delete icloud from his phone but it was too late. I will do what ever needs to be done to get my stuff back. The problem is that everytime I restore it it reinstalls icloud and logs me back into it. Any help would be greatly appreciated. I have been trying for three days now.

The following procedure should fix things.  To recover your contacts without them being overwritten, do the following:

    1. Ensure the device is connected to your local network.
    2. Start the restore from iCloud back up.
    3. Allow the devices settings to restore (watch for the confirmation of completion).
    4. As the apps begin to restore pull the connection to your router's WAN port (so the router no longer has access to the internet).
    5. Wait for the time out confirmation on your phone.
    6. Navigate to settings > iCloud, turn Contacts to Off, and choose Keep on My iPhone when prompted.
    7. Now reconnect the router to the internet and let the restore process complete.  Your contacts should still be on your phone when it's finished, and cannot be overwritten as they are no longer syncing with iCloud.

Now, to migrate your data to a new account, go to Settings>iCloud, tap Delete Account and choose Keep on My iPhone when prompted.  (This only deletes the account from your phone, not from iCloud.  Your husband's device will not be effected by this.)  Next, sign back in with a separate ID to create a new account (if you don't have one, tap Get a Free Apple ID at the bottom; this will require a separate email address that must be verified by Apple before it can be used).  Then turn iCloud data syncing for contacts, etc. back to On, and when prompted about merging with iCloud, choose Merge.  This will upload the data to the new account.

Finally, If there is any data in either account that you don't want on your device (such as your husband's data in your account and vice versa) you will then have to go to icloud.com on your computer and sign into each iCloud account separately and manually delete the unwanted data.

We're the contacts restored to your device from your backup?  If so, are you saying they were deleted again when the restore process completed, even after turning off iCloud syncing and choosing Keep on My iPhone when prompted prior to the backup process completing?

We I tried pulling the connection to the router it didn't stop or time out. It kept going. I tried twice. It wasn't connected to the internet yet some how it still kept restoring with out the time out. I even unplugged the router the second time. I got to see my contacts flash then disappear again and again.

Never heard of that before...the backup continuing to restore even though wifi is unplugged.  Is it possible that your phone is connected through another wifi source?  When you unplugged your router, the wifi symbol on your phone should have turned off if it was accessing the internet through that particular router.

Do the contacts remain on your phone for a few minutes while the backup is completing?  If so, I can suggest a way to back them up before the backup completes that might work.

I made sure the computer was not connected to the Internet and my phone wasn't connected. When I went in the first time I realized it hadn't stalled out and it had turned iCloud back on. I turned it off in time to look at my contacts for a second and see them disappear again. I tried the second time unplugging the router completely and making sure the computer wasn't connected. It still kept going. I am dumbfounded on how it did but it did.

If you didn't unplug it, but instead allowed the apps to keep downloading without interrupting the process, do you think your contacts would remain on your phone until the backup completes?  If so, that would give you time to use a backup app to back up your contacts while they were still on your phone.

They stay on my phone for all of 2 seconds after back up is complete (all the times I tried it before). It really doesn't give me time to do anything before it deletes them again except to see them disappear,

Then the only thing I could suggest it to try this at a friends house using their wifi to see if it would time-out and stop the restore process so you could turn off iCloud contact syncing before iCloud can overwrite them.  This has worked for other users before.  Unfortunately, you're the only one that has reported that the backup didn't stop when the internet connection was pulled.  And like you, I'm not sure how this could happen.

If you have ever backed up your phone to your computer using iTunes while your contacts were still on your phone, you could turn off iCloud contact syncing and try restoring to that backup to recover them.  If you were successful, you could then use an app like My Contacts Backup to back up your contacts and email them to yourself, then restore to your iCloud backup again, migrate to the new account, then use the backup email to restore your contacts.  To check if you have a backup on your computer, open iTunes and go to Preferences>Devices and check the Backups list to see if a backup of your phone is listed there.
