If you're sure the RAM is good, try the Hair Dryer trick...
No power light at all...
It can show on any G5, and even many other computers & electronic devices of the period.
And see this last one in particular...

Hi BDAqua. Thanks for the response.
Turns out the problem is bad memory. The original Apple memory is defective. Removed those two strips, moved the Kingston memory strips in the "innermost" slots and the machine is now working fine. Minus 256 MB. A friend has old G5 memory that he never threw away so I'll relieve him of that.
