Well, the obvious first step, plug it in.

Try a different cable, different wall outlet.

I had a problem with my iphone 5 not charging, and the cause was a small piece of white paper that had gotten into the charging bay on the phone. Picked it out and everything worked well after that.

My iphone 5 recently started to have a problem charging. At first it was intermittent then progressed to where it wouldn't charge at all. I assumed it was the cable so I purchased a new one, but it still wouldn't charge. I shined a bright light into the charging port and couldn't see the contacts; there appeared to be something inside so I took a soft, plastic toothpick and cleaned out a large amount of lint from the port then sprayed it with a little air. Now it's charging fine. I keep my phone in my pocket so apparently over time lint accumulated in the port and blocked the contacts. Take a good look inside before you go through the trouble of sending it for repair.

Clean the charging port. I can't recomend anything but i used a tiny screw driver with a moist towelettte wrapped around it and dug out a bunch of pocket lint and charging works again.
