If the light on the shuffle is on (either blinking or solid color) when connected to USB, it should have a connection.
The iTunes installation installs the driver, so it needs to be installed first (and Windows probably restarted), before connecting the shuffle.
The latest iTunes may hide the sidebar. To show the sidebar, from the iTunes menu bar, under View, select Show Sidebar.
With the sidebar visible, when you connect the shuffle, does it appear in the sidebar, under DEVICES?

yes the light blinkins but just a shortone when i insert the USB in USB port
i already enabled that bar and nothing shows up
i dont know whattodo
could it be a defection or smthing whit the usb ? or from windows?

So, you're saying the light comes on initially, but then goes off?
Try shutting down (powering off) the computer, disconnecting all USB devices. Connect only standard keyboard and mouse, if normally used, and start up the computer. Do this to reset the shuffle
Run iTunes. Connect just the shuffle to a direct USB port in the computer. Any improvement?

i tried this things
i tried all usb ports from my pc and my sister's pc
instaled itunes twice
i sent it back hopeing it was a problem with the machine
