I had an android phone 2 years ago. And, the Google play store had some apps that you could use to block number but I do not think Apple has a app that blocks numbers. Just like @wjosten said I would just call your carrier. I was researching and I found a article talking about blocking numbers. It is not possible on any phone to block numbers; once the call gets to the phone the most you can do is ignore it. Some phones have what they claim is an ability to block calls, but it isn't a true block; it is an "ignore".
As @wjosten said, for a real blocking capability you need to contact your carrier, who can block the call before it gets to your phone.

No, actually, they don't. They have the built in ability to set a silent ring tone to a number or in some cases, answer and immediately disconnect the call. Calls can't be blocked at the phone level, only by the carrer. And yes, I have a Galaxy S3.

Some carriers also offer this feature, no app required on needed. And since its their network...they tend to not allow apps, or anyone else to mess with or have access to their switces...they're actually the only ones that can do this.
