Change App Store
1. Tap "Settings"
2. Tap "iTunes & App Stores"
3.Tap "View Apple ID"
4. Enter your user name and password.
5. Tap "Country/Region."
6. Tap "Change Country/Region"
7. Select the region where you are located.
8. Tap "Done".
Note: Make sure you have credit card and local billing address.

In order to be eligible for an account in a particular country's App Store you need 1) a valid billing address in that country, 2) a credit card billed to that address or an iTunes gift card purchased in that country (for paid apps) and 3) to be physically present in that country at the time of purchase. Can you meet those requirments? Apple does monitor for complaince of 3.

There's a 4th check. Your bank must be in the country in which you reside. I have UK and US bank accounts with a billing addresses in Thailand and Apple refuses to let me use either account in the "store".

You could use gift cards.

Gift cards can only be redeemed in the U.S. store. To redeem them you need to have an account with the U.S. store. Cost me $15 to learn that lesson. Merry. Christmas.
