I doubt it's a bug. I can't reproduce it and others aren't really reporting it.

Hhmmm - what can I do to help you to reproduce?
Obviously, I can not exclude that there are content-related components that "trigger" the problem, or special settings. But for me the problem (the bug) is reproducible over three different Macs. All three use identical and quite large IMAP accounts (with in total more than 1000 boxes), and the Prefs are also set identically.
On the other hand:
The problem "Mail.app quits unexpectedly upon quit" was also not ackowledged as a bug. But this bug is gone with the new (6.3 in 10.8.3) version of Mail.app.

You're probably right, in that it is circumstance specific, so possibly a bug... I just can't reproduce it on my setup.
I notice it looks like you're in classic view. If you uncheck that option in mail >> preferences >> viewing, does it still happen?

The problem described above is gone with Mail.app Version 7.x (from Mavericks).
At least this is one good news from Mail.app v7 - otherwise v7 is still (even in the version that comes with 10.9.2 - 7.2) VERY slow.
