OS X. I saw on another post that my photo files may be too large. When I reduce the file size it does solve the problem but the pictures then look like they were taken by a child's toy camera! Is there anyway to maintain quality photos and still send as a .pdf? I've done it many times before, has something changed?

When you change the images resolution do that BEFORE you add them to Pages. There are many free applications that can do that for you. Try Seashore or iResize.com - Free Web Image Resizer

"photos are all wrong" doesn't tell us anything except that you don't like the result, whatever that is.
As fruhulda has said, you do need to set the resolution size and ultimately the cropping outside Pages, to make an efficient, quailty pdf.
Preview .app can do all this, just look under the Tools menu.
