It's okay if it doesn't have service, as long as its contract is complete, meaning you got an upgrade or it finished its two year commitment.

It does not cost anything. Good to know if anyone is going overseas. Just remember it takes 5-7 days for the iphone to get unlock so allow enough time to plan. Thank you apple club support.
