It's very easy - delete the app from both phone and iTunes on Mac or PC. You may need to resync a couple of times but all podcasts will be delivered through the music app and you can set playlists and see only the episodes you want as you used to!

What precisely do you mean by deleting the podcast app from both the phone and Mac? I have deleted the podcast app from my phone but on my Mac in iTunes->iPhone->Apps it shows up albeit with a button labelled "Install". I've resynced 3 times and when I try to access my Podcast playlist in the Music app, I still get a message telling me that podcasts have moved to the Podcast app. I'm really sick of some of the changes Apple has made to their software.

You need to delete it from iTunes -> Apps as well. It sounds like you've deleted it from the phone but not your Mac. Every time you sync, it assumes you'll want to use the podcast app sitting nicely on your Mac.
It sometimes does take a couple of syncs and rebooting for it to work.

It keeps making me download the app!

Yup, the iTunes 11/ IOS 7 upgrade removed the workaround described above...sorry!
