After some help from the local Apple store, they determined that the problem was not with the Mac or the Apple TV.
Despite my Wi Fi working fine (top of the line WiFi router) I found that if I simply connected my WIFI router to the Apple TV DIRECTLY using an ethernet cable, it corrected the problem. This despite the Apple TV sitting 2 feet direct line of sight with the router and all of my other devices working just fine but..........
Makes absoltutely no sense whatsoever but it worked for me.
