Click at the end of the text on the 1st page > Menu > Insert > Section Break
Click in the text of the 2nd page > Inspector > Layout > Section > Page Numbers > Start at: 1 > Configuration > uncheck Use previous headers and footers
Click in the Header/Footer of the 2nd page > Menu > Insert > Page Number
If there is anything in the first (title page) header or footer, just delete it.
Cut and paste your graphics Inline into the text, preferably in their own paragraph, and they will move with the text.
If you need tighter integration with Ms Word or simply want to check your exported docs, DL and install LibreOffice [free].

Thanks Peter, This solved my numbering issue, but the graphics are still getting messed up. When I have them lined up like I like and select INLINE, they go all over the place. I have cut and copied them and tried a variety of things, none of which work. I am not sure what else I can do to solve this.

Inline images are just like a character in the text, so cut and paste them where they can fit, usually on a line of their own (which means a return before and after) or if they are small enough, side by side on the same line.
Experiment to see what happens in a clean document, pasting them in place one by one.
