Follow this procedure:
1. Go to Settings > iTunes and App Stores > Apple ID.
2. Tap your Apple ID.
3. Tap View Apple ID.
4. Enter your password.
5. Go to Country/Region in the popup window to change to the desired store.

I have never used my iPad for banking as I wonder about security. What is your view?
Is there any way I can increase security when using the iPad in USA and Europe?

Any banking app or banking website will use SSL encryption in sessions with your bank. One does have to be careful in public in case someone is watching your actions.
For increased security you might want to use a strong passcode to lock your iPad. Also enabling "Find My iPad" in Settings > Privacy > Location Services is a good idea.
