1. In settings turn off the offending mail account
2. Power down phone
3. Turn phone back on
4. Turn the email account back on in settings
This causes phone to reread the messages and count is corrected

For me the turning phone on and odd was a temporary fix. What really fixed it was searching my inbox for all emails with my name (under the "To" category) and all of a sudden many more unread emails in various folders showed up. I "read" these and ,y unread count was corrected.

Thanks vegasrebelfan!! Searched my name in "to" field and found a message that didn't previously appear in my inbox. "Read" that message and counter now reset to zero.

Turned off the email and turned it back on and it worked like a charm. Although it has to now download all of my emails again from the exchange server but no more phantom emails.

So does anyone know if this is an Apple issue or is it a Microsoft Active Sync issue? Whose ever problem it is they need to fix it. It is so annoying to constantly turn off email and then turn it back on.

Thanks Joey.... This also worked for me..... I must have missed one of my email accounts when I tried it the first time.... But I was more relaxed and the second time was the charm.
