There's nothing wrong with my Mac's hard drive and it indexes once per restart.

That's not normal.
I would first try restarting the index as I noted earlier.
If that doesn't work, follow the advice on the link I posted previous to this.

By once per restart, I mean it indexes for about 2 minutes and then stops.

I noticed that it doesn't show the flashing dot in the Spotlight icon when doing the short index, but after I reset my Spotlight folder, it does.

There is good advice from several very knowledgeable people on here. Your link is also very informative. So it is a pity if the waters are muddied. The vast majority of people do not have a problem with Spotlight indexing and it is necessary for various other functions such as searching and Time Machine backups I believe.
I wonder if the OP has excluded the external disks he connected, from being indexed and since the installations are new, has let the indexing complete in the first instance. I often set my computer to not sleep and leave it on overnight, after a new install.
