It can take a minute or so for the photos to appear but I never tried uploading a lot of photos at once. In any event it should not take that long for the photos to show up on the iPad and unless your WiFi connection is very slow for upload speeds.
If you move a photo to the photo stream folder on the PC it should appear in the iPad photo stream album in the photos app. Once the photos appear in the photo stream you can save them to the camera roll on the iPad and they will not disappear from the device if you remove them from the photo stream.
Photo Stream will delete a photo from all devices of you delete it on any device. Photos stream keeps those photos in sync.

You do know that you can sync photos to the iPad with iTunes - correct? And that you can sync over WiFi as well if that's important to you.

It doesn't seem to work for me.
I have created a folder in My Photo Stream and popped a JPG file in there.
I've put the same file in the top level My Photo Stream folder.
It's not appearing anyway, and the folder is not showing.
I have fibre optic speed!
