If it is not in Applications, then Best Buy may not have installed the iLife software that contains iPhoto.
Do you have the install disks for the system since you show 10.6.8? If so, see if you have a disk foe iLife. If you do, it is on there.

If the iMac was an open box or display model, then BestBuy should not have sold it to you without first Restoring it to the original factory settings.
