I spent 5 hours with tech support. Reset iCloud settings, sent test contacts to iCloud, and nothing. Basic problem, is I get a text from someone, I save as new contact, and it's not saved in contacts. Go back to message app, and it's now labeled as me new contact name, go back to contacts app, and nothing. Very frustrating!!! Just did a full reinstall from backup, and same thing. Ahhh!!!! I was told a senior software tech would contact me, and it's been a week, and nothing. I think its a bug that cannot be fixed. Getting tired. I called today, and was told to go to the Apple Store Genius Bar for help. Getting tired again!!!!

Start your Contacts app, tap the Group button (top left), is everything checked?
Do you have in Settings > iCloud >
Account > your apple id

Yes, they are on. Groups has everything checked. We turned off iCloud, kept all contacts on device, merged contact back, signed out of icloud and signed in, signed out of itunes & app store in settings, then signed back in. Really tried about everything. Even an Apple Care senior advisor is stumped. She is the one who was going to get me in touch with a Senior Software Tech, but I never heard back. If I save a contact in contact app, it works and saves in contacts, sends to iCloud, iPad, MacBook Pro. It's just if I save/create new contact in the message app. Oddly, it does change the phone number to the name I added and saved, but only stays in message app. No where to be found in the contacts app. I also noticed, if I use Apple Maps. I find a business and call them. Then I go into recent calls, select that number, and create a new contact. It won't save to contacts. But if I go into contacts, create a new contact, add that number down, create a name, it works, and uploads to iCloud and all devices.

Has anyone check settings/general/restrictions to make sure in Privacy then contacts that ALLOW CHANGES is ticked?

Settings/general/restrictions was not enabled. I just enabled it briefly to check to see if the allow changes was on or off. It was set to allow changes, although as I mentioned, all restrictions were off anyway. I turned it back to off after I checked to see if it was on.

Reset: Hold down the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears. Note: You will not lose any data

Did a soft reset, did a hard reset, did a restore reset and completely restored from backup in iTunes.

I went to the Genius bar today. We did a complete reset. We then tested the phone and it worked. So the hardware was fine, and the core OS was fine. Basically there was some sort of corruption in the iTunes Backup Restore that was causing the issue. *****, but I guess I will have to sync contact back manually, and loose all my text history. Although I think I can restore from backup, backup my text history and important pics, then reset, and restore and sync content back manually. Oh well, at least we were able to identify it was something with that restore backup. Thanks everyone for any help or suggestions.

Glad you've got it working. So restore as new did helped.
