You can't restore an iPhone backup to an Android device no matter what...
That said, if you don't know the password for an encrypted iPhone backup, then there is no way to use it or extract any data from it. That's the entire point of encryption.

I just received my Samsung S4 and it came with a suggestion to go to: samsungsmartswitch.com, where they can and will transfer backups from other platforms including iPhone. However, it cannot do it from an encrypted backup. Since I no longer have the iPhone, I cannot hook up the device to instruct Itunes to unencrypt. I do, however, have the password.

Then you're going to have to get your hands on an iPhone, restore the backup. Turn off the backup encryption. Delete the encrypted backup, and create a new unencrypted backup. There's no way around it.
