The problem with ignoring the control panel message/error is that things will work for a few days - email, contacts, calendars will seem to be syncing correctly, but then, without notice, it stops syncing things. Calendar events entered on my desktop machine don't make it to iCloud or mail deleted on my laptop is not deleted in iCloud. It's just unreliable.
My mail setting are exactly what is proscribed in the account settings link that Wilkie IT provided.
Bad, bad, bad.

Go to Control Panel, Program and Features.
Click on iCloud.
Click on Repair. Than click Next.
It will reinstall the iCloud , import all the Contacts, Calenders, Tasks...
Open Outlook 2013.

I'm glad that (repairing iCloud in Control Panel) worked for you, but the tech guys at Microsoft did that multiple times, and even completely uninstalled and reinstalled iCloud multiple times. None of it has work for me.

I did this in 2 different Windows installations: Win 7 and Win 8. It worked in both...

Hi Tulir, do you have an older version of outlook installed on your computer as well? Apparently sometimes this can help with compatablility. Just wondering before i start on the install, repair, reinstall merry go round again lol.

No only Outlook 2013.
What did you use before Outlook 2013.

Check for extra registry entries left over from 2010

I finally got this to work with Windows 8 64-bit and Outlook 2013! Thanks to everyone who posted. I realized that I needed to delete the me.com account in Outlook 2013 after uninstalling iCloud control panel, then reinstall the control panel. And it worked seamlessly. Thank you!

Good call. I did the same and now all works.
I previously tried a repair and that did not work.
ALso, I have W7 on another system, and that works perfectly well.
What a total pain...
