Haven't heard of this issue, but you could try force-closing the Messages app: from the home screen, double-tap the home button, locate Messages in the list at the bottom, tap and hold it until it wiggles, tap to close it, tap the home button again.

hi randers4, sorry for the late reply.
1.resetting the settings did not fix it
2.erasing settings to new phone did fix it
3.restoring from back-up, the problem went back.

Then there is something corrupt stored in the backup, and restoring to the backup simply restores the problem to the phone. To fix it you're only choice is to save as much data as you can (import all photos to your computer, transfer all purchased to your iTunes library, copy down your email account settings, sync your data to an iCloud account, etc., then restore the phone again as a new iPhone (without using your backup) and start over.
