Follow these steps to resolve the issue:
- Verify that airplane mode is off by tapping Settings > Airplane Mode.
- Reset the network settings by tapping Settings > General > Reset > Reset Network Settings.
Note: This will reset all network settings, including Bluetooth pairing records, Wi-Fi passwords, VPN, and APN settings.

Turn off security on the Wi-Fi network, does it connect now?
IF it does, the issue is with the security settings.
IF it does not, the issue is most likely with the device.

I've tried it with open WiFi networks too and nope nothing. So I assume that it's a hardware problem.
Since my warranty is up, think I can do anything about it for cheap?
