Are these the disks that came with the MacBook? Disks from another computer, or even from a different model MacBook, will not work. You can get a new set of disks for your MacBook by calling Apple (see contact methods below) and providing them with the machine's serial number. There may be a small fee to cover costs.
If they are the correct disks, then you likely have a hardware issue. Contact Apple using www.apple.com/support/contact if you are in a country that supports it or call the appropriate phone number on this page. Alternatively carry the MacBook in to an Apple retail store or service provider to ask for an estimate.
