European quotation marks

Are European quotation marks (not smart quotes) available?  They look like:  << and >>.  They don't seem available among special characters, even Unicode.

    They are certainly in Unicode:  00AB, 00BB, Latin 1 Supplement  «»

     

    On a US keyboard layout, they are at option/alt plus \ and option/alt plus shift plus \

     

    What layout do you use?

    Why do you mean 'available' ?  If you set the keyboard to a language that uses them, you should see them on the keyboard layout.  Use

     

    System Preferences --> Language & Text --> Input Sources

     

    to make the OS show a keyboard viewer in the language icon menu in the menu bar.
