Installer demands closing a closed application

I'm installing software.  During the process a window pops up "In order to continue installation, please close the following application:"  below that is the iTunes logo and the word iTunes, followed by a magnifying glass.  iTunes IS NOT OPEN.  I opened the force quit menu just to be sure.  I click on the magnifying glass, which launches the iTunes application.  I then force quit iTunes.  I've been through this three times.  We're stuck in a loop.  The installer has hung up, there is no button to clear past this issue.


The software in question is XCODE 3.6--Apple software, the version required for OSX 10.6.8.  Not that I am a developer but its a prerequisite requirement of installing additional software I do indend to use.

Mac Pro, Mac OS X (10.6.8)
