I have a datavideo TBC-1000 TBC and when going back to capture video from SVHS for the first time in a long time, I found it's reducing brightness by a significant degree.

Note here two waveform shots:

Without TBC:

With TBC:

I see in the waveforms (and on-screen) about a 7% - 8% reduction in brightness going through the TBC-1000.

Is this the hallmark of a bad unit, or is this just to be expected from these inexpensive consumer units?

    Probably the answer is yes.

Does this TBC have level controls where you leave the buttons pressed in for the preset values and pull them outwards to make manual adjustments?

Might be that the presets have drifted from their nominal settings.

Are there any controls on the svhs deck that would allow you to boost the level to compensate for the drop induced by the tbc?  Been too long since I did anything with svhs-- I've forgotten everything I knew about it.
