When you created your Apple ID, you probably did it with account payment info. Even though an app is free, your account has to be current. Is it possible that your credit card expiration date has changed. Go into iTunes, log into your account and check your payment data. They also update the user agreement and that requires you to accept those terms as well.

I don't believe you can change an account that was originally created with a payment method to none. You would have to create a new account with none for the payment method. See this support document about creating such an account. http://support.apple.com/kb/HT2534
