We are going to be going 1:1 in the coming year.  As we purchase apps through VPP can we deploy them with our MDM and then at the end of the semester remove them from iPads and put them on another set of iPads?

Your question addresses a feature that many of us want Apple to support...the ability to redistribute VPP codes. However, the process you are asking for is currently unsupported by Apple and most MDM providers. The only supported way Apple currently has to redistribute VPP codes is through Supervised devices in Apple Configurator. That being said, there are some unsupported workarounds that can "technically" make this possible depending on the MDM provider you have. Check with your MDM provider to see if they can point you in the right direction.

I am not going to give any legal advice... but I will point out that on page 23 of Apple's iOS 6 Education Deployment Guide it states, "For app purchases, education institutions have the option of redeeming one app code per iTunes authorized computer, or “configuration station,” and retaining the rest of the codes as proof of purchase. For these configuration stations, the End User iTunes account may be created using a school-controlled email address, and the configuration station administrator should be an authorized user."
