Try force quitting safari
Double click/tap the home key. This will put the icons in a single row along the bottom. Scroll if you need to to get to the safari app icon. Hold your finger down on it until you you see the red circle with a minus sign. Tap on that to close the app. Then click the home button again to exit the mode. Try safari again and see if it works.

If this does not work then try a reset ,
Reset your iPad by pressing the 'Sleep' and 'Home' button at the same time for about 15 seconds or so. Your iPad will then go through a reset / reboot procedure and will be ready for use within about a minute.
Don't worry about doing this as you will not lose data or settings.
