May 14, 2013 11:11 AM in response to Maheshwariswatiby King_Penguin,If it's not hidden via Settings > General > Restrictions then where did you buy the iPad ? If you bought it in the UAE, Saudi Arabia and possibly a few other countries then it won't be on the iPad due to restrictions by those countries governments, and it can't be installed (including via iOS updates).

May 14, 2013 11:33 AM in response to Maheshwariswatiby King_Penguin,If you bought it in the UAE then I assume that you bought it from a reseller (I don't think that there are any Apple stores there ?) - maybe they assumed that you knew about the restriction.
From Apple's UAE iPad page :
*FaceTime is not available in the United Arab Emirates.
