We've had this happen several times in our organization. Each time it happened, the user had in fact previously set up an Apple ID under his/her work email address. If they ever purchased anything from iTunes with their work account then that would have been when he/she created the Apple ID (sometimes people thing iTunes and iPad accounts are different). As far as why the email isn't getting to you, I'd check with your email administrator to see if its getting caught up in your company's email filter.
If you are still unable to access the account, you'll have to contact Apple and see how they can remedy the issue. Start online at http://www.apple.com/support/appleid/contact/
