Apple ID is stating that my email address already exists, never opened up an apple account

I manage the iPads for my company and I am trying to set up a user with our company email address for his iPad...  When I enter his email address, it states that it is already in use, so I go into Apple under forgot my password and I request for it to email me instructions on reseting the password and we receive no emails...  My guy states he has never set up an apple account with his work email address...  Not sure what to do since we need this iPad to work with his company account...
