In rare instances, the setting to turn on Wi-Fi on your iPhone, iPad, or iPod touch may appear "grayed out" or dim. If this occurs, you will not be able to turn Wi-Fi on. You may see the following:
iOS: Wi-Fi settings grayed out or dim

i tried everything, but it still same as it is wifi grayed out and also after when i update ios 6.0.1 to 6.1.3, now it drains my battery in extremely fast. plz atleast slove wi-fi problem...! i was a big fan of iphone but after this i dont like iphone anymore. now i understand why everybody likes samsung

So you have reset your network settings? Restored the phone as new using iTunes?

yes i have reset all network setting, restored and updated but it still same, does anybody know how to downgrade ios6.1.3 to older version

Downgrading is not supported. When you say you restored the phone, did you restore it as new? Not from your back up.
