There are only two ways to insure no nasty surprises: Use Airplane mode or get a plan from AT&T. You can turn WiFi back on in Airplane mode, but obviously no calls. Thus, for you, a plan from AT&T might be your best option.

BTW, Alaska is actually part of the US. There are no roaming charges in Alaska.

The OP is worried about connecting to Canadian carriers unintentionally.
