MY MACBOOK WAS STOLEN. I HAD IT SET UP TO BACK UP ON ICLOUD. CAN I USE ICLOUD TO GET ACCESS TO SOME OF THE FILES ON THE HARD DRIVE IN ORDER TO SAVE SOME ABD DELETE OTHERS?

You cannot access individual files in an icloud backup.  You can only restore the entire backup to a device (not a computer) which involves deleting (i.e. resetting) the device before the restore is begun.

Also, your narrative implies that you backed up your mac to icloud - you cannot perform a backup from a computer to icloud, only iOS devices can do that.
