It sounds like you need to use recovery mode in order to restore your iPad now. you will lose everything on the iPad as this will erase it. If you hve a backup you can restore from the backup and sync with iTunes after you get the iPad up and running again.
If you don't use iTunes, but backup with iCloud instead, you can restore from the iPad backup during the activation process and restore all of your content back to the iPad.
If you don't back up at all or sync with iTunes, you will have to download all of your content again, most of which you can download again for free as long as you use the same Apple ID.
This explains how to use recovery mode. You may have to do this a few times in order to get it to work.

I tried the steps that you listed and I tried the steps on the link as well. Nothing worked. I cannot get the iPad to even turn on. When it is plugged into the wall charger, the screen flashes on and off while displaying the apple icon. If I hold the home button down it shows the connect to iTunes screen. But these screens only come on when it is plugged into the wall charger. When it is unplugged it will just have a black/blank screen. It will not power up or anything. Not sure if there is anything else that you can think of to help, but if you do I would greatly appreciate any help that I can get! Thanks!!

Thank you Tom for your input. I have tried everything that has been posted so far and still have had no luck. Is there any other ideas out there? My daughter is getting really bummed that I have not been able to get it powered on or anything. I am hoping that someone out there has something new that I can try. Thank you to those that have tried to help so far. I am still open to ideas. THANKS!!
