If your events are not syncing from your iPhone to your iPad, I recommend troubleshooting the devices using this article:
iCloud: Troubleshooting iCloud Calendar
Follow the section called "Troubleshooting iOS devices."

Thanks for coming back to me, I have tried the trouble shooting (the simple ones) nothing changed. There are more complex ones within that document, but I am unsure about removing my data, I am worried that I might delete all calendar events on both IPad and IPhone .

If the steps you have taken didn't fix it and you are not comfortable with the data removal, you should probably contact AppleCare to help you through it.
Contact Apple using www.apple.com/support/contact if you are in a country that supports it or call the appropriate phone number on this page. Alternatively carry the iPhone in to an Apple retail store.
