The only way to update Safari on the iPad is to update the whole iOS version, you can't update built-in apps individually (updating to iOS 5+).
Do you get the error message if you turn off debug console : Settings > Safari > Developer > Debug Console 'off' ?

Debug console is mainly for use by the website developer to debug their own sites - so unless you are trying to debug your own site then I'd leave it switched off.
All versions of iOS 5 have been available for the first gen iPad, it's iOS 6 that you can't update to on it. If you want to update to iOS 5.1.1 (the highest version that it supports) then you should be able to do so via your computer's iTunes : https://discussions.apple.com/message/22061024#22061024

Your signature indicates you have a fairly old version of the iOS on your iPad. An update may solve your problem.
Start iTunes on the computer you normally sync with and connect your iPad. Select your iPad in iTunes on your computer and select Summary from the row of tabs. Scroll down to find check for updates.
