50 KB Slow Downloads in Windows 7 Boot Camp running on MacBook Air

PRAYING that someone can help me.  The problem: is a slow/throttled download speed using any browser to download a file in my Windows 7 boot camp partition on my MacBook Air.  I know this is a software problem because my download speeds range between 500 KB/s and 1.5MB/s on the Mac partition.  My other devices in the house also download at the faster speed.  This leads me to believe that something is not configured correctly in Windows.  The connection is being throttled by Windows, but I'm not sure what's causing it.  Downloads will start at 300 KB/s, then fall quickly to 100 KB/s, then will hover at around 50 KB/s. 

 

What I've tried so far:

  • Using CCleaner to clean the registry.  No effect.
  • Installing the most recent driver for the Broadcom 802.11n card in Windows.  No effect.

 

What I suspect but haven't proven:

  • I have Parallels on my Mac partition and have used that to run boot camp as a virtual machine.  This installs some Parallels drivers.  I have tried uninstalling the drivers, but the problem persists.
  • Problem with the Windows registry that I cannot find?

 

My computer: mid-2012 MacBook Air 13-inch 1.8Ghz
