Whom ever told you that are quite wrong -  The process is exactly as I said .

You are unable to un-lock an iPhone through legitimate routes when off of the registered network.

What I would do is put the phone on eBay Australia and sell it back to someone so they can use it on Vodafone AU -They won't be able to unlock it either.

Another Vodafone AU Sim would work through.

These issues constantly turn up here and I believe the iPhone manuals should be modified somewhere to reflect this or a sticky should be placed at the top of these forums to the point :-

Specifically unlocking can only be take place when on home network and by registered user.

When selling an iPhone on - the registered user should carry out the unlock BEFORE SALE !

Your Vodafone AU Sim will roam on Vodafone UK and other UK networks however YOU will be charged at international roaming rates and that includes the international portion of incoming calls !

As is said it may be better just placing it on eBay Australia and selling -including to cost of DHL/Fedexing back to Oz !

Then walking onto any UK High Street and purchasing a Pay as you Go phone - Plenty of choise for little money available - Look around and the iPhone 3GS and 4 can be had for free. The 4s and 5 will need some cash or there are a multitude of Android phones to choose
