This way the photo stream can look differently on all devices.

Your computer sees what is currently still in iCloud - the last month, but only the last 1000 photos.
When did you add the photo stream on your phone. Is that longer than a month ago?

Or simply transfer your older photos by connecting your device and importing to iPhoto. If automatic Photo Stream Upload is enabled on your mac, then your mac should upload these photos again to your Photo Stream.
