Which restrictions are best to set up on iPad minis for public library use?

    They have web browsers in.  Apply the same restrictions you would to a desktop computer.

    You can get an idea of the available restrictions by downloading a copy of iPhone Configuration Utility.  The restrictions it shows is pretty well what's possible, even with an MDM.  Know that in a public setting such as you describe, whatever CAN be done or viewed with an internet connected device, probably WILL be done or viewed.  You have to find a balance between usability and security that your organization feels comfortable with.
